While they do have some programs that lead to a commission through OCS, they do not have any program that will pay for the first two years of college.

Unless you aren't talking about Coast Guard, in which case...why did you post on this sub-forum?
I mean if you are currently a cadet at the academy and decide that this life isnt for you. Can you do ROTC for a different branch? Also, how would you apply for another college while you're a cadet?
You apply like any other college student, including, I would assume, for the ROTC programs.
There's nothing uniquely different about applying from a service academy. And no fear, you aren't the first, and won't be the last to make the change.

We were told CSPI pays the last 2 years of college, not the first two.
