UH – Thanks for the further explanation. I have been aware of the ebb and flow of pilot needs in the other services over the years. But this is the first time I have heard of SA to SA ‘recruitment’, if it can be called that. Don’t know exactly what to call it, but it sounds USMA approved if they let the AFA rep in the gate and gave them access to cadets! I agree with Velveteen that is seems strange that the AF cannot find an internal solution, so they came a knockin’.
And to the OP’s original question – While SA to SA ‘transfers’ (understanding that one would be starting all over again) are incredibly rare, they do happen. “is it possible to apply to westpoint while being at another service academy?” Yes it is. But someone’s reason for doing so would have to be rather compelling, as the person in question already raised their right hand, took an oath, and made a huge commitment. Now they are getting out of that commitment (entirely fine, as the first two years are ‘free’) and seeking to jump into another commitment. I know that it has happened, but am not privy to the individual’s story or situation.
