So today I got my TWE which sucks but I plan on reapplying next year. I was wondering if theres still a chance I get an offer if other people decline or get injured?

If you look on some other parts of the thread, there have been a few people who received TWE's but then a couple weeks later receive a FFS (this is for USAFA, not sure about USNA), or an appointment to the prep school. You never know.

There are exceptions, of course. But they’re rare. The DOD SAs have an acceptance yield of about 85% — higher than the Ivies and Stanford — and they manage closely to that number. They also have a wait list, which usually kicks in after May 1. If you got the TWE, proceed to Plan B. Which, if you plan to reapply, should entail attending a four-year college and taking a plebe-like schedule.

Rare. Will only occur if admissions has misjudged yield or accidentally sent TWE (not likely).

For USNA there were people that initially received TWEs and were subsequently moved to the waitlist (however this is very rare). Not sure how the process works for USMA.

Occasionally someone w/ a TWE will get an appointment but it seems they generally are already in discussions about an AOG scholarship. So, move on with that other great plan. Plebe like schedule & Army ROTC...
