For the life of me, I can't understand this. Is this supposed to be a club? Does it include presentations? Is it reserved for big audiences, or audiences with important members?
No its not a club. It is literally making speeches. For example, when I was at Boys State last summer, I had to make many more than just two speeches in front of a pretty sizable audience in order to be elected into a position I was pursueing.
My DD also used her Girls State experience. She made speeches in front of 150 girls for primaries and for final elections in front of 300 girls.
Not sure but I think this question was in USNA application, not in USAFA app.
