Type 1 AFROTC Scholarship as a Sophomore

Hello,
My friend who is currently a freshman in college (he joined spring semester) is interested in AFROTC and would like to apply to receive a Type 1 scholarship. Is this possible? Or are Type 1 only offered to incoming freshmen? It seems on the website that only ICSP are available for in-college applicants, meaning that full tuition will not be covered. Is this the case? Thank you.
 
You don't apply for a type 1. You apply for a scholarship and they award one of a particular type, assuming they do award one. It's too late to apply for the 2020-2021 school year. He may be able to apply for the following year. He can also enroll in AFROTC without the scholarship to check it out and see if he has what it takes. If he enrolls in the fall without the scholarship there are opportunities to be awarded a scholarship as a participant next year. So does this mean that you would simply apply for the AFROTC Scholarship and then be awarded either Type 1, Type 2, or not at all? Also, even though he is not eligible for the scholarship for next year, it would still be possible for him to be awarded the full-tuition scholarship for his last two years correct? Thank you so much, sorry for all of the questions, he and I are just very confused about the whole process, the site doesn't feel too clear for either of us.

The CICS allows the Det Commander to choose one tech and one non-tech cadet per year to award a scholarship completely independent of the national boards. The national ICSP boards do not award Type 1 scholarships. This is all per the AFROTC website.

I’m a high school senior who was recently awarded a Type 7 Tech AFROTC scholarship (which I will most likely convert to a 3 year type 2), do you know if I am eligible for the CICS once I get to college even though I will already be on a scholarship?

I don’t have an official source immediately available, but I’m near certain scholarship holders do not qualify for CICS.
