Unique situation

Has anyone gone through this. My son was a scholarship recipient, was awarded during the 2020 school yr. He did his freshman yr of college and decided an engineering major wasn't for him. He gave up the scholarship and changed his major and is now a walk on at a cross town school closer to home. He had a waiver approved while on scholarship. Because he is no longer on scholarship he needs a new DODMERB and of course we assume a new waiver. He was told that his account has been deleted since he is no longer has his scholarship. Is this true? Will he have to send in all the same information for his waiver? Will any of that info still be on file at head quarters? and if nothing has changed medically should it be likely that it will be re-issued?
He has an apt set up to start this process but trying to think ahead to that waiver.
He was AFROTC is that matters. Anyone been in this situation :) Any advice I can give to him to help ease his ( and my ) mind.
