USMA review time

DS completed his DoDMERB in September. USAFA changed his status to "potential pilot qualified" about a week later. USMA, on the other hand, still has his status as under review. Is it normal for one SA to take a long time but not another? Is there a chance that DS will be DQ'd or need a waiver for USMA but not USAFA? Hoping it's just a thing where they are super busy or something because USMA is DS's first choice!
 
Also, that under review status is on the DoDMERB site. USMA has "scheduler sent" or something like that. Basically saying he can schedule it, but obviously that's done.
