USMC Waiver denied

My son went to MEPS and was DQ'd for a scar on his arm. 2 years ago, he cut himself one time. While seeing the Dr at MEPS, he told the doctor the story of what happened. The Dr approved his waiver and recommended the USMC Dr approve it. The waiver was filed. We now heard that his waiver is denied. No information, no ability to have an evaluation, nothing. His recruiter advised him to try again in a year or 2. My question is, what is the likely hood if he reapplies in a year or 2 that a waiver will get approved at that time? This was a one time thing, it has never happened since. He is determined to continue the process.
 
Assuming he is trying to enlist? I am not familiar with MEPS but I would think that you should be able to back to the recruiter and ask some more questions as to why the waiver was denied. If the Cut was self-inflicted there might be larger concerns but would think the recruiter should be able hopefully clear that up. Keep trying.
