I am not saying that any number of tech savvy Mids couldn't/wouldn't have the skills to update the website. I am saying for any number of legal and other reasonable reasons that is not an avenue open to address the issue.
I have no knowledge as to why or what has to happen for DoIT at USMMA or whoever they have on contract to maintain their web presence to update items.
I'd imagine some of it has to do with the what approvals must occur for content to be approved to be posted - I'd expect things like the Superintendent's appointment announcement and other press release type of items require both legal and other reviews be completed both locally at kings Point and down at MARAD. As you note there could be budget/priority issues for example if the DoIT person responsible for updating the website has several other duties including say specifying and making sure that when the 275 entering members of the Class of 2015 show up they have the right laptops on hand and imaged, etc. then I'd suspect it wouldn't be illogical to see how posting some new photos, etc. on the website might constantly be pushed down on the priority list and not be done in a timely manner, etc.
All that said, my comment wasn't related to the technical capabilities of the current Regiment. It was as I understand it a Statement of Fact - I believe having Midshipmen maintain it is not an option open to either the Midshipmen or the USMMA CIO at this time.
