I am an American citizen currently living in Europe, I could only apply for the presidential and the vice presidential nomination, I was unaware that I could apply for a Congressional or Senatorial nomination and was too late when I was informed. I have read in multiple threads that the admissions go through each state and each district when selecting candidates, and pick the best candidates from each district by comparing them to each other. I am wondering when does the admissions board go through International candidates and citizens living abroad, and do they compare citizens living abroad to each other rather than comparing them to candidates living in the states?
 
First Admissions reviews the application to determine if you are Qualified. Then Noms & Appointments matches 3Q candidates to available nominations. The state/district evaluation you refer to is reviewing MOC slates. You will be reviewed and compared with others with Presidential and Vice Presidential Nominations - locations and residence doesn't matter.
