It depends on how the question is worded, but the worst thing you can do is lie or misrepresent the facts. If the question asks if you have been charged with or something like that, then you'd have to answer yes. If it asks convicted then you'd be able to say no.
If you answer yes, then add supplemental information where able to show the charges were dropped.
This is going to come up time and again for you throughout your military career for clearances and certain jobs/licenses.
