USNA Waiver?

I have 2 noms but have not heard anything from Admissions, and because I have a dq, I will need a waiver. Does USNA only consider a candidate for a waiver if they have received a conditional appointment?
 
I believe that USNA automatically considers all candidates for a waiver if they have a med dq.
 
My DS has color vision deficiency. As I understood it from speaking with Dodmerb and the USNA medical personnel last year, they explained that if a candidate is considered competitive, then USNA will start the waiver consideration process. Once my DS had his LOA then I believe his Dodmerb showed waiver pending. It changed to waiver granted after the Superintendent approved color blind waivers in April.

In the same boat as the original poster, through emailing my admissions rep and talking on the phone with the woman in charge of navy's dodmerb board or whatever, your waiver process is only started if you are in line for an appointment
