Vice Presidential Nom??

I read a couple threads about this but still don’t completely understand how applicants are selected for this due to conflicting information. Do the academies decide who get VP noms for their top candidates who don’t have a nom? Or is it really the VP going through all apps and picking too applicants? How many slots does he have/SA? Any explanation would be great

So if I’m reading correctly each SA has 5 VP slots available or is it 50? Sorry for the confusion!
