Does Virginia Tech offer in state tuition to students who are planning to participate in the Corps of Cadets and ROTC?
 
Not that I have ever been aware of.

VA has stringent laws regarding their public universities. VT is an SMC, but it is also a flagship state university.
~ These laws even set the minimum amount that they can charge IS to OOS.

That being said, there maybe a loophole like TAMU, where the merit amount may make it equivalent to In State cost.
~ I know several ROTC posters that went engineering and received a 5k scholarship just for being admitted and going ROTC.

However, if you are an AF type 7 not wanting to convert to a type 2, than I believe the answer is no.

If an Out-Of-State student at Texas A & M University receives a scholarship from the Corps of Cadets of $1,000 or more, then they are eligible for in-state tuition rates.
