I submitted my letter of intent to the admissions office around the beginning of January. I still have yet to submit the police background check.

When should expect a response from the Naval Academy and what will I recieve?

You'll get a "Permit to Report" packet around mid-April. Basically a big stack of paperwork for you to fill out - some you need to return to USNA by mail on specific dates and some you bring with you on I-day. Also info about working out in preparation for Plebe Summer, etc. Link below is the info book that came to class of 2018 in the PTR and I would expect class of 2019 info book will look very similar:
