What does it take to qualify for an LOA?

What does one need in order to receive an LOA? I know FF interviews may be a new requirement. Also, can someone still receive an LOA if they completed their entire application(including nomination)?
 
The stuff it takes to qualify for offer of appointment is the same stuff it takes to qualify for an LOA. The only difference is that Admissions sees something that makes them believe an LOA is warranted. What is that “something”? Many here speculate but no one knows for sure when it comes to any one candidate. You can read the many, many, many threads posted here. Bottom line: Focus on submitting your best application. After that, let the chips fall where they may. It’s a mystery not worth solving, frankly.

I wouldn't waste any time thinking of an LOA. You should focus your efforts on completing a robust admissions package, completing your CFA, successfully completing your DODMERB, and securing a nomination. If you do those four things, then you have a greater than 50% chance of being admitted. Focus on the end game, not the intermediate possibilities.
 
As Malone says in the Untouchables, "Don't wait for it to happen. Don't even want it to happen. Just watch what does happen."

Didn't Malone also say, "If they bring a nomination, you bring an LOA. If they bring an LOA, you bring an appointment." Or something like that.
