If by “liaison,” do you mean the volunteer Field Force Representative? Or an actual Admissions Officer?
The volunteer folks, I do not believe, formally present any candidate records to Admissions decision-makers. I am sure they conduct required interviews and provide feedback on candidate responses, and I would assume their opinions on the candidate’s motivation (the candidate wants this, it’s not parents driving it), awareness of what is involved and the service obligation, general impressions, etc. The volunteer folks do not see the full record on the candidate, if they operate similarly to USAFA ALO, USNA BGO, and so on.
I have no idea what “game plan” means as a verb in this context. My guess would have been, since we are all guessing here, if it is indeed the FFR you are referring to, he hasn’t fully reviewed what he can see of your file yet, so needs to look at it to see if he needs to advise you on anything left to do - which was your original question to him.
