Let's say a MOC only has one candidate on his slate that recieved an appointment. Nine others did not. If that candidate were to decline his/her appointment, would admissions board then appoint another candidate from the MOC's slate?

I'm not sure how it works in other states, but in KS each MOC actually sends in 10 names, one is a "primary" the others are alternates. If the primary declines they go down the list until they find the best qualified...
