What is an Exception to Medical Policy request?

Our child is working though the waiver process after being medically disqualified for headaches that are treatable with over-the counter medication. He was told that an Exception to Medical Policy may be made by the commanding officer that offered him his detachment scholarship, but there is confusion as to what exactly this particular request is and its part in determining whether he will be able to continue with AFROTC at his university. We just found out we have to pay back his Fall tuition at this point and will need to do some financial planning for the Spring if it is determined he cannot serve and completely loses his scholarship, so any information in layman's terms that could be offered would be greatly appreciated as we are not a military family and new to this process.
