What is the difference between a Congressional nomination and an ROTC nomination?

I know one comes from a congressman and the other from an ROTC sergeant but does it change admission chances? I know that a congressman can only have ,is it 5?, cadets/midshipmen at one time in a service academy and some Congressional districts are much more competitive than others. Does an ROTC nomination remove the candidate from their Congressional district's competition for appointments?

Applicants are encouraged to apply to as many nom sources as they can. They do not cancel each other out.
