Contact the ROO at your school. He or she will tell you what needs to be done. My DS needed to complete an online form for ROTC-specific housing. He had to send his birth certificate, Social Security card, and immunization record. His ROO also gave him a list of classes that he needed to make sure to register for in the fall and gave him move in date for the dorm (ROTC moves in earlier than other freshman at his school), along with a vague timeline of what move in day would include. DS's school also has a specific financial aid counselor for ROTC scholarship winners, separate from his "normally" assigned one. She was able to tell us how things would break down for his various scholarships and how overpayment due to scholarships/deposits made would work. The best thing to do is talk to your ROO and get some guidance.
