When are offers made for Prep school?

Since a nomination was not received the last hope I have is to attend one of the prep schools. I have made it known that I would readily accept an opportunity to attend a prep school. So, at what point does an offer to attend one of the prep schools happen? Is this after all offers have been made to the Academies or are discussions taking place prior? How is one notified? Just trying to figure out when it is time to move on.
 
My DS heard from the SAP AOG before he heard from WP. It was probably mid-March. He had been offered full Army ROTC to Norwich and that was his back up, but he really wanted WP. During the process he indicated to his Field Service Representative several times that he would be interested in the Prep program if he were not admitted to WP. He was persistent, but respectful. He was told that he was very competitive, fully qualified and had a congressional nomination from a competitive district, but his Verbal SAT was a little lower than the average accepted candidate. DS now indicates that he feels more prepared for WP, and prefers having had his Prep year at MMI than direct acceptance to WP out of high school. One side note, one AOG SAP who was to attend MMI, was admitted to West Point before R Day. Another side note, my DS's Verbal SAT improved 90 points.
