When do students contract?

When do 4-year scholarship recipients contract? Is it as soon as scholarship and college acceptance are in hand? Sometime in spring of 12th grade, after all boards are complete? Upon arriving on college campus at the start of their freshman year?

Also, is it possible to decline a scholarship prior to contracting?
 
Dont take my word for it, because I am simply a 4 year scholarship applicant like you, however to the best of my knowledge scholarship winners contract as soon as they accept the scholarship. Someone please correct me if I am wrong.
 
When they get to college in the fall they will complete the paperwork and contract then. The money for tuition won't be paid until the APFT is successfully passed.
Each 4 year ROTC scholarship winner has one year to walk away. While they contract as a freshman the commitment doesn't begin until the first day of sophomore year.

You can be awarded a scholarship and then turn it down prior to contracting if one has a change of heart.
