When is a candidate's file created?

My son is a freshman in high school. He took the ACT this past fall, made a 29, and sent his scores to USNA, USMA, and USAFA. Our family visited USNA two years ago over Spring Break and our son attended STEM at USNA last year. He has applied for STEM again this year. USNA made a big impression on him and he currently is interested in applying to USNA.

Anyway, when do the academies create files for prospective candidates? Does a candidate need to complete an application, or does sending an ACT score or attending STEM initiate a file being created for a prospective candidate?

I don't know about "files", but you won't get a candidate number until the cycle for the class ahead of your son's is done - usually in April at end of the junior year in high school. NASS attendance also gives a candidate the "golden ticket" of a candidate number. Having a candidate number is required to complete the application.
