When is Nov 1?

My son has this on his portal: "In order to be considered for an appointment, you must complete the following forms and/or take the appropriate actions by November 01, 2019."
Is this technically midnight Oct 31?
Also, any input on what "appropriate action" means. We sent a copy of his proof of citizenship today, and he's requested a copy of his Senior Year schedule from his counselor. Alos, USNA emailed that they forwarded his CFA scores. My son has been in touch with his USAFA advisor and she knows this status. Does this represent "appropriate actions?" Does the counselor have any sway in keeping the application active?

I have no idea what the particular actions are, it should be listed somewhere in an email or on the portal....but that suspense would normally be interpreted as either COB (close of business ~ usually 1600ish) or 2359L (11:59pm Colorado time) on the night of the 1st. It definitely would not be midnight the night before when the clock turns over.

You’d think it would be listed, but I can’t find any info. Everything Is in though so all is good.
 
This could lead to a larger question of which portal is the most user-friendly of all the academies and ROTC? :)

Waiting until November 1st to address this was probably the wrong approach. Good luck getting an answer at this point.
 
The Internal Revenue Service says something similar on Form 1040, page 9 of the Filing Requirements (Tax Year 2018).
"File Form 1040 by April 15, 2019. If you file after this date, you may have to pay interest and penalties."

We all know from years of experience, that this means to be postmarked before the end of the day on April 15.

If we follow the same analogy with USAFA, this should mean end of day November 1st. But as @Korab states above, the best solution would be to file earlier or call the admissions department.

This is the section right after the table of contents and admissions timetable (calendar).

On an unrelated note, I thought that the 3rd evaluator was the Chemistry/Physics teacher, and then was pleasantly surprised and DD super happy that the JROTC is listed as 1st priority. Her JROTC instructor was very happy to do the 3rd SOE. Pay attention b/c USAFA lists those people IN ORDER OF PRIORTY.
 
haha! I just reread my post and realized it could be misinterpreted as being snarky. If you read my posts, you know i'm not a snarky person.

I meant it as DD and I both had to read instructions over, and over, and over again, and even then you have those OH CRAP did I do something wrong moments.

No snark taken! :) And all did work out well! Those "OH CRAP did I do something wrong moments" seem to happen with a lot of college apps.

If you have paid all tax due or you are owed a refund there are no penalties or interest. Filing late in those circumstances only hurts yourself, not the US Treasury.

If you owe taxes, late filing penalties are brutal. 5% per MONTH (capped out at 25%). Even if you owe, always file on time. This is a truly stupid penalty to suffer.

Plus the late payment penalty (also maxed out at 25%).

If you're required to pay estimated taxes (i.e. you don't work for wages, with taxes withheld by employer, but are self-employed) but don't, that penalty also maxes out at 25%.

Plus interest. Compounded daily.

Say you owe $1000 in federal taxes but don't file or pay until its a year overdue - you'll owe $2000 easy. No credit card will charge that amount. Even a wiseguy who puts money on the street won't get that kind of a return on investment.

Mind you, the IRS doesn't make this stuff up - it's codified into federal law (Title 26) by the US Congress.
