Where to start ROTC

Background: I'm in high school (half way though my 12th grade). I plan to go to a public uni, that I already got accepted to. I also been in state foster care for over 10 year so my college is paid for. And I want to go 4 years to major in computer sic and take ROTC to become an army officer when I get out. I would like a mos of likeness to 25A. I have not went to BT. I'm not the most fit but, i'm am above most.

What I would like to know is
(1)Will I have to go to BT or just Officer BT?
(2)If so when? Before college, after 1st year, or after college?
(3)If I do ROTC for 4 year how high of the changes that the army will not let me join as an officer?
(4)Room and board, if i'm in ROTC and the AI come to my dorm to check, or depend on the school?

First - welcome to the forum. You have many questions, many of them have been answered. Spend a few hours using the search function. Here is an appetizer to the main course you have asked for:

The first thing you need to do is go to a university that has an ROTC program. Assuming you have already researched that, you should reach out to the cadre/administration of the ROTC unit that you are looking at joining. You will be a freshman, so I am guessing you are already looking at schools - so now is the time to reach out to the different units.

Ok - so you are now at school, joined a unit...What's next? You are there as a non-contract cadet (not on scholarship). At this point you need to be a high achiever. Get good grades, top PT performer and contribute to the unit. Apply for a 3.5 or 3 year scholarship and hope to get one. You will need to be contracted by your junior year in order to attend Advanced Camp and commission.

If you do receive a scholarship it will typically cover tuition OR R&B, but not both. There are many schools that offer R&B for scholarship recipients. (You can find that in your search)

Hi - couple of additional thoughts: your comment above is that "...my college is paid for." Are you sure all costs are covered? Costs include tuition, room & board, various fees, etc. school websites are required not only list actual breakdown of all costs, but also provide costs to include additional amounts for travel home etc. Make sure whatever you are covered for includes these costs. The Army ROTC scholarship can help you cover either tuition or room & board - your choice plus mandatory fees related to your major and a monthly stipend depending on what year you are in. However - and pay close attention - if your college costs are already covered and you can afford whatever remaining costs you are charged - you can still commission into the Army via ROTC without a scholarship. Why not seek a scholarship? Freedom and flexibility to make choices as you mature in college. You may get to your Junior year and decide you want to go into cyber security with a private company - or apply to a Homeland Security or National Security Agency or other government agency that is desperate to have your computer science expertise. You don't know - and the fact you can still contract and commission without the obligation to serve 4 or 3 years active duty is flexibility. Bonus - if you choose to contract as a Junior you will get a cash stipend each month you are on school on contract. Negative of not being on scholarship is you don't get the extra money and unless you are in the top of the non-scholarship cadets, you may not get the same chances at summer special Army schools experiences scholarship cadets receive. But frankly - once you get on active duty you will have the same opportunity to do these schools. My thoughts
 
My hats off to you young man. It sounds like you have achieved a lot and overcome great obstacles. Continue to strive. You are an inspiration and hope that your are successful in ALL your future endeavors...including military service!
