Which district if we live overseas?

I am a resident of Alabama, however I am a civilian government employee living overseas with my children now for almost 9 years. What district would my DS apply in? I have no permanent residence in Alabama, but have always paid taxes to Alabama, vote there, and my family lives there. My older son applied in the FL02 district when his father lived and where his father's HOR is (we are divorced). His father now lives in NY and we would prefer to apply in Alabama.
 
In the Citizens Living Abroad section of the USNA.edu website, it reads;

"You should apply to both your Senators and the Congressman based on your hometown residency. Your residency can be determined by the location where your parents pay local taxes, where you would apply for a driver's license or where you would register to vote. If you cannot claim residency within the United States, then the only nomination for which you may apply is the Vice Presidential nomination."

If you pay Alabama tax, then you must have a W-2 form, yes? Lines 15-20 on the W-2 form show what amounts of taxes were withheld and to what State and locality they were applied.

So, the two Senators are easy. They are Richard Shelby and Doug Jones. If you figure out to which locality you pay taxes, then you should be able to look at this Congressional District Map, to figure out who your Representative is.
Then, the Vice-Presidential nomination web page is your DS's next stop.
 
It might even be easier. You said you vote there. So, in which congressional district do you vote? That would be the one to apply to in my estimation. One would think that turns out to be the same municipality where any taxes go, but if local taxes go to the county it wouldn't necessarily indicate which congressional district you lie within (assuming the county may be split across multiple districts).

The Member of Congress your son seeks a nomination from will be determined by the address they list on their application with the academy. If you want to be able to go through an Alabama member make sure to use a mailing address in that congressional district. The academies provide Members of Congress a list of everyone from their district who has started an application and nominations stem from that list. If your son uses his father's NY address he will appear in the portal of a NY Member.
