The CFA instructions outline that the following folks can administer the CFA:

Physical Education Teachers
Military Academy Liaison Officers
Military Officers or Noncommissioned Officers
Professors of Military Science
J/ROTC Instructors

In regards to Military Officers or Noncommissioned Officers is there any reason why reserve, national guard and retired Officers and NCO's could not administer the CFA and meet the requirement?

I have answered my own question:

Air Force
Your examination may be administered by any physical education teacher, Service Academy Liaison Officer or JROTC Instructor. Any active duty commissioned officer may administer the CFA for service members. It is your responsibility to arrange for a qualified person to conduct your examination.

West Point
Your examination may be administered by any physical education teacher, Service Academy Liaison Officer or JROTC Instructor. Any active duty commissioned officer may administer the CFA for service members. It is your responsibility to arrange for a qualified person to conduct your examination.

Navy
The CFA MUST be administered by a high school/prep school physical education teacher, team coach, commissioned officer (for military candidates), or the candidate's Blue and Gold Officer.

Coaches are out of the question. I completed my CFA in July and heard just today that my CFA needs to be redone because of this.

Received a response to this question from WP Admissions today:

" Reservists, National Guard, and Retirees can administer the CFA as long as it is not a family member"

Check your portal and look up the CFA instructions and go to page 5 or 6. I was told that the admissions board would not even consider my previous scores because it was completed by a coach (even though he has completed one prior for a West Point grad). Best of luck!

Correct, no coaches, but reservists, retirees and Guard NCO and officers are ok.
