Any kind soul can do it. I usually start USNA and have occasionally started others when people said they had an appointment but no thread existed, and apparently there were no other Kind Souls nearby.
Based on my source at academy some should be coming this week. They were waiting to have new superintendent in place with her signature for appointment letters.
