Worried applicant :/

Are enlisted applicants in this same pool of applicants, or is it handled differently?

Is it possible for someone without a Principal Nom. or LOA with a nomination to receive an appointment before the LOA/Principal Nom. applicants decide whether or not they will go to West Point?

Everyone offered an appointment has until May 1 to accept or decline.
With the rolling admissions format, candidates are offered appointments all through the cycle. West Point knows how many LOAs and MOC vacancy winners ( I'm going to use the term 'MOC vacancy winners' instead of 'Principal' to include vacancy winners from the competitive slates) have and have not accepted their appointment. Those slots are reserved for them until they decline or accept.
-If a MOC vacancy winner declines the appointment, then WP must take another candidate off of that MOC's slate. Which candidate depends on which nom method they used ( principal or competitive slate).
-If a LOA declines the appointment, WP can choose to appoint someone else if the class is not full yet. If the class is full when a LOA declines, then WP can choose NOT to fill that spot.

But yes, you can be given an appointment before the LOAs and MOC vacancy winners accept or decline. Otherwise, West Point would have to wait until after May 1 to make offers to those who have other sources of nominations. Most appointments are made in the March-April timeframe.
