Can you contact the school directly to find out if they are already full? For example, Texas A&M is a very popular ROTC school, I would think they'd fill up very fast, and it was my son's 1st choice. He also had all info completed by end of July, and we feel is very qualified, but still waiting...

Yes, Unfortunately you have missed the deadline. Most nomination deadlines with your Congressman are in October. Some were in December. I believe the Vice President's deadline was Jan 31st, but I could be wrong about that.
