4 year to 5 year scholarship?

Hello,
I am a senior in hs and was looking around and have gathered that engineering majors are increasing in 5 year (or more) graduation rates with budget cuts and such. I was wondering what the process is of transforming a 4 year ROTC scholarship to a 5 year one and if this is possible. I have heard that cadets will have to pay for their extra year. Is this true?
 
For the Army ROTC. If your scholarship is designated for engineering it will be 5 years. This was reflected in my son's paperwork so I'm confident about the answer. You must attend a school with an engineering degree offered. According to my son, I think the contracted non-scholarship MS 3 and MS 4 also get an extra year of stipend and book allowance if in an enginering major. Not sure about the other services.
