You need to focus on your life and anything left to become 3Q. The who, when and why as to a LOA being received is generally a mystery beyond a recruited athlete and other narrow categories.

The goal is to be appointed, not to receive a LOA.
 
I do not claim to understand the LOA process. Do not assume LOA means you are one of the "top" candidates. It has a merit component, but is also about USAFA attracting specific students that it wants. No one cares if you got an LOA the moment you step of the bus or take your first GR.
