Hmmmm ... as much as I would like to say a few things regarding SMP, I don't know it quite well enough to be sure that I'm giving you the right information.

And anyways; what information I know only applies to PA. Remember that the SMP program is different from state to state.

So, your best bet would be to speak to the recruiting officer of the host school about this. DO NOT go straight to a enlisted recruiter about this. He/she will just try to get you to enlist, and not necessarily care about working through your ROTC plan.

One additional thing to note: for AROTC, commissioning upon graduation is not a given just for enrolling in the program: you have to compete for the limited number of commissioning contracts available. Some people contract as freshmen, many file contracting paperwork as sophomores, but not everybody gets a contract. Getting a contract is, to put it in basic terms, based on GPA, fitness test scores and military science professor recommendation (which would include cadre evaluations as well).
