Obviously, each situation is unique. You could have an ALO that is retired military; full time job; 15 applicants; and each of them is always calling and/or has issues that need to be addressed. Therefor, the ALO is relying on the applicant to be a bit more proactive with questions/concerns. Or, maybe you have an ALO that is still active duty or doesn't have as much of a demanding job with time, and they are able to contact their applicants more often. My son's ALO a couple of years ago only had 5 applicants that year. 2 of them got appointments. One year, she had 12 applicants scattered all over the place. One year she had 3 applicants and none of them had a chance in hell. and everyone knew it. So it all depends on the situation. mike.....
