Is every congressional district granted an appointment if they have a fully qualified candidate and a vacancy at the Academy?

Another question - if a person receives two nominations from two different congressmen to the same SA--does that mean the candidate is on two lists of of ten for that particular state at that SA?

Yes. For instance, you can have both a Senator's nomination (or two) and your House Representative's nomination. If you have a Senator nom and a Representative nom, you basically get to race twice for the gold medal in a field of 10 contestants each race. However, there's no guarantee you'll be the fastest in either race. The only guarantee is that, if you lose one race, the guy/gal that beat you in one race can't beat you in the other race.

The more chances to race, the better.
