Another possibility would be if an applicant was awarded 2 appointments (i.e. usna and usma) and they have not decided. Until their deadline, those appointments are up in the air. Once the applicant chooses, then the void would have to be filled.
 
There are many reasons, in addition to the ones mentioned above, as to why a Congressional district hasn't had any offers yet.
In regards to AL, there are 3 offers so far in the district that I work with and there are a few more throughout the state that I am aware of.
The deadline for file completion is tomorrow so slates will be clearer after tomorrow except for the ones where a medical waiver is involved.

What happens when there is a medical waiver involved? Does that help "push" the waiver along for review?
 
Verified information - approximately 500 people have been offered and accepted appointments - this number changes daily. These are mostly people with principle Nominations, prior service, recruited athletes, minorities, superintendent's appointments etc. Remember that there are exceptions to everything you hear on this board. The class size will probably be about 1200 but this could change.

I am the FFR for two Congressional Districts. No offers in my two Districts have been made as of this date. Both Congressmen submitted competitive nominations (no Principle Appointments). Candidates had until late February to complete their files. The "vacancy Winners" in the Congressional Districts will be determined within the next two weeks (there are always exceptions).

The people who have nominations and are 3Qd who ARE NOT the vacancy winners in their Congressional Districts will be put on the National Waiting List. At least 150 people (by law) will be given offers from this list.

Admission informed me that my packet is not scheduled for review in the next several weeks. Is the possibility of being in the wait list a big factor? to this time i think all MOC nom slate should have been identified.

If the #1 on the slate has a medical waiver pending, then the appointment from that slate cannot be offered until that medical waiver is denied or granted.

As far as this pushing a waiver along for review, my impression when my DS was waiting for word on his waiver was that the Docs go through the 'stack' as they get them.
