AROTC awarded and AFROTC hopeful

My DD was awarded an AROTC scholarship. Hurray! We are really excited about it and she would be very happy to take it and go Army! However, she has also applied for an AFROTC scholarship and they have 3 more boards to go. Air Force is her preference. The deadline to accept the Army offer is Feb 22 so she needs to act on that before she knows about the AF. Is there some way to navigate this so she could accept the AF one if offered but not miss out on the Army one?
 
She can accept AROTC. She is not bound if she gets AFROTC this year as well and chooses that route.
 
My understanding, mostly from reading here, is that you can and should accept the offer if there is a chance you will use it.

Later, you can decline it if you accept a different offer (SA, AFROTC) or just decide not to pursue AROTC for whatever reason.
