In a nutschell, here is how the scholarship notification process seems to work:
1. The ROTC portal status updates to say 'check DODMERB'. This means CC has established that your are eligible for a scholarship.
2. A few days later one of two things happens: a) the ROTC portal updates to tell you which schools have offered a scholarship, or b) you receive an email indicating that none of your choice schools have scholarships left and you need to find another school to use your scholarship at.
3. About a week after 2a, a letter from CC command arrives. This indicates the type of scholarship you are awarded at each school. This is usually a 4-year, but can also be a 3-year scholarship. You will have about 30 days from (1) to accept the offer to one of the schools.
4. For about 2-weeks after (2), when you go to the DODMERB site you will not be able to register an account. It takes about 2 weeks for CC to transfer your information to the DODMERB folks. Once you can login to the account you can begin to fill in your medical profile.
5. About the same time as (4) a letter arrives from Concord, the medical contractor for DoD, that tells you where they have assigned you to go for your medical exams (eye, physical and hearing). You have 6 weeks to make complete these exams.
6. After your medical is done DoDMERB will process it. At this point you may be qualified, they may want more information, or you may be disqualifed and enter a waivier process. Or some combination. It gets very individual specific at this point.
