Is the PMS still the approval authority for a freshman AROTC 3 year AD to change majors, or does it have to go to Cadet Command? Thanks

If it is a current freshman (Year Group 2015), then a change in major is fine. Next Year's group (YG16) will need PMS and in some cases Cadet Command approval from a change... for example from ADM 1 (Engineering) to ADM 3 (General non STEM).

For AROTC, Engineering is ADM4, and non-STEM generalist is ADM1.

Yes, sorry, you are correct. got them reversed. The ADM# is the inverse of the order of preference to ROTC.

    http://www.uccs.edu/~armyrotc/docs/ADM List.doc

    ADM1: Generalist: i.e. the Humanities
    ADM2: Technical: basically Social Sciences
ADM3: Physical Sciences/Analytical: basically STEM without the E
    ADM4: Engineering
    ADM5: Nursing
