Well - that is certainly their prerogative. My guess is that you are from a competitive area and they are trying to maximize noms.
You have good known stats (academics, leadership, CFA). We don't know about your SOEs and essays. Other factors - are you a female or underrepresented minority. Also, West Point would not have requested a waiver for you if you were not a competitive candidate.
You can get an appointment on just a Presidential. You only need one nom. If you don't get the appointment from the Presidential nom, then you can still get an appointment off the NWL as a an 'additional appointee' (which are chosen to fill out the class and not according to WCS).
