College Programmers should list the school they are currently enrolled at as number one; the other four schools don't matter. If they are awarded the scholarship, it is guaranteed they can be assigned to the school they are at, because college program freshmen aren't counted against a unit's new student scholarship cap (only incoming high school seniors are).
Could he list a different school number one, other than ODU? Sure, but that starts a whole different process.......one, he'd have to gain transfer admission to that school, and two, he'd have to work with his unit to transfer to a different unit. Since they are College Program students until a scholarship is activated at the start of sophomore year, there's no formal approval process to transfer units (there would be for current scholarship students), but there is some behind the scenes legwork done by the two units.
If he's serious about transferring schools after freshman year...
1) Talk to his freshman advisor, if he has not already
2) Earn a scholarship
3) Complete required transfer applications
4) Investigate credit transfer/major/graduation timeline
4) Communicate with staff at all times
The reality tho is that it is RARE that a student transfers units. Most get pretty attached to theirs after a year in it, and changing schools means they leave a lot behind and have to start over in many areas. Something to think about.
