Commissioning- in person or virtual

Does the Navy decide if commissioning will be virtual for all universities or is it left up to each unit and university to decide if virtual or in person. I know some universities are still online, but others are in person or hybrid. As of right now, DS university is planning an in person commencement on commissioning weekend, so it would make sense that commissioning were in person since parents and family would be there. I assumed they would try and limit guests...but I've been hearing rumblings...was curious if anyone knows who makes the call- Navy or Unit (in conjunction with university).
 
Last semester I was the commissioning coordinator for my respective unit. We were planning on having an in person commissioning and had orders from our commanding officer to carry out this event in person. Two days before commissioning we were told by big Navy to cancel in person commissioning and host it online. To answer your question, each unit will decide if they want to carry out in person commissioning. However, it is up to the Navy to give permission to have the event occur in person. We were also planning on having the ceremony in a big city and I am not sure what decision would be made if a unit wanted to host a small ceremony on campus or somewhere more secluded.
 
DS said the order from NSTC is that commissioning will be virtual, but that if the commissionees vote unanimously that they want to have it in person, they can submit a plan and apply for a waiver to hold it in person. Keeping my fingers crossed.

Me, too! Although if it's virtual my DD said she will come home for it.
 
My son graduated at Purdue and commissioned from AFRTOC. Being that Purdue is a huge school, the commissioning ceremonies were actually more personal and more emotional than his graduation ceremony. He was maybe 1 of 50 from his commissioning class and 1 of 8000 or so at this graduation. Having said that not all 8000 graduate at the same day or time. My point is that it would suck to do it online. At Purdue they had a commissioning ceremony for each branch and then they had a ceremony where they had Army, Navy, Marines and Air Force all together. It was really nice.,
