This guy has requested all of this money for the academies. Can someone tell me why he would request it? Thanks.

Rep. Xavier Becerra (CA-31) requests $2,064,000 for:
    U.S. Air Force Academy
    2304 Cadet Drive
    USAF Academy, CO 80840

Rep. Xavier Becerra (CA-31) requests $1,500,000 for:
US Military Academy at West Point
    606 Thayer Road
    West Point, NY 10996

Rep. Xavier Becerra (CA-31) requests $2,500,000 for:
    U.S. Naval Academy
    121 Blake Road
    Annapolis, MD 21402

Rep. Xavier Becerra (CA-31) requests $200,000 for:
    U.S. Merchant Marine Academy
    300 Steamboat Road
    Kings Point, NY 11024

Rep. Xavier Becerra (CA-31) requests $1,000,000 for:
    U.S. Merchant Marine Academy
    31 Mohegan Avenue
    New London, CT 06320

For our military to most effectively protect our interests at home and abroad, they must represent the diversity and depth of our nation. As an institution that prepares individuals for leadership positions, the US Air Force Academy offers one of the best opportunities to expand diversity within the officer corps of our military. This funding will enable academy officials to improve their efforts to attract qualified and diverse candidates for admission.

I think you answered your question in your last sentence"

Recruiting costs money. The Project (which you left off your post) is called "Diversity Recruitment".

Yes, I don't really understand how it all works.
Why don't the academies just ask for the money?

    Well, they probably did ask.
The Federal Government does not pay for all expenses of the academies. That is why they all have Alumni organizations to help defray certain expenses.
This Congressman wants to see that they get this money - no idea how he came up with his figures - and have it specifically spent on diversity recruitment.
As far as where the $$$ will go..... they will probably use it for traveling around the country, setting up recruiting events and possible even for paying expenses of some candidates to visit the Academies.
