Their clock will not start until they report to their 1st assignment.
~ Our DS is a pilot. He reported for casual status in Sept. although his UPT class did not start until April. His clock started in Sept. Since he went on and winged The following March, his AF commitment requirement was moved again due to UPT.
~ In essence, the commitment that they originally sign, (4 yrs) can move if they are sent to a specific school. It is changed to the date of the completion and whatever amount of time that they require them to stay.
I am not sure what you mean by civil job. Are you talking about a GS position? Most AFROTC cadets will usually go and work somewhere, but corporations are not held to holding their position. AFROTC grads go ADAF, not Guard or Reserve.
~ Honestly, I can't see why they would want it held even if they offered it. Think about it from the aspect that as an officer during those 4 yrs., they are going to get a lot of managerial experience. Most cadets wait 6-9 months b4 reporting. If they entered a position, it would be entry level, 4 yrs later they would not want to come back to that same entry level.
~~ Only speaking for people I know that served in the ADAF, including those that were computer science majors. After 4 yrs. they have also networked with people at companies like Lockheed, L3, Booz Allan, Rand, Raytheon, etc. They than slide over to companies like these bc they are highly sought after due to security clearances and the fact they understand the military. Some also go Government, i.e. GS, because they do get an edge from an employment aspect.

They typically will drop their orders 6 weeks prior. It is not uncommon for a 6-9 month wait. I would have her call her old det and ask them if her orders are about to drop. My assumption is her AFSC pipeline is slowed down. IOWS they can't push them through fast enough for that training school. This does happen. The fact is they have a limited number they can have with each training class, if that yr they have a higher amount, than the line gets longer, along with the wait time.
The reason it is not more than a yr., is because everyone from the FY19 commissioning group will have to be ADAF for that career field b4 they start sending anyone from the FY20 group. The very 1st for FY20 will be USAFA grads. It is not unusual for the tail end of the previous yr groups to have more AFROTC/OCS students with a smattering of USAFA.
In the end her pay will be tied to her commissioning date.
~ IE she commissioned May 2019. Reports Mar 2020. She will get her 2 yr pay bump May 2021, not March 2022.
~ Her rank will be different. They will take her commission date and her report date, than avg the time between the 2 dates. In that scenario, she would make 1st Lt. Oct/Nov 2021. That date will remain for making O3 too. Whereas, USAFA grads will only have 1 date since they go ADAF right out the gate.
~ It gets even crazier for rated officers. My DS has 3 dates where he gets pay bumps. Commission date, than his rank date, than his UPT flight date. For him it is May, July and April.
