Foundation with a Nom

I was just nominated by my Senator (CT) for the Naval Academy, and I am 1 out of 20 noms. Last year a kid graduated from my high school and was accepted into the foundation program for 1 year by USNA. I see that he was nominated by this senator for USNA. Does that mean he basically is assured an appointment, ultimately meaning 1 less spot for the other noms?
 
Not necessarily. If he has some other nomination from another source, it may not be charged to the Senator at all.

That's why it's important to get as many nominations from as many sources as possible. It gives USNA more options, and if you make things easy for them, they'll make things easy for you.
