Or.....it means the MOC chose not to nominate a full slate of 10. I know at least one of the TX districts on the chart is highly competitive, but the chart shows some low numbers. I can only assume that MOC did not submit full slates of 10, but only the numbers they chose to submit.The numbers represent the number of nominations granted by each MOC. So since each MOC has 10 nominations available, a number lower than ten indicates that for that class it was not highly competitive (since ten nominations weren't granted).
That could definitely be true. I know in my district our congressman never even has ten applicants (according to my FFR). The data is also years old and competitiveness could have changed in the time following. I don't know anything about Texas nominations but I've heard the South has always been more competitive than the North as well.
