What is the best way to give my son his USNFCU bank card? Will he be able to keep it on I Day, or should it be in the first care package? Also, are there any issues with sending cash in a care package or letter?

Have him take his wallet with him. It should not be confiscated (if it is, he'll get it back); he'll be able to use it for visits to the Midshipmen Store and the baseball game.
