Usually, the international (foreign) candidates are reviewed later in the cycle. In addition to the Admissions Committee review, the Academic Board, and ultimately the Supe have to sign off on all of them, so the process takes a little longer. The specific RC in charge of foreign national candidates should fill you in on the specific timeline for this year. Also, these candidates do not get LOAs.
Do not confuse these with US candidates living abroad. They follow the normal application process and timelines.
