Is a waiver possible?

Hey! I’ve been turned down from USNA two years in a row now, both times being medically disqualified. I will apply for a third time, as it is my dream to attend USNA. I got medically disqualified for having a previous knee surgery. This fall will mark three years since having surgery done. The issue is completely resolved. Would USNA potentially grant a waiver for this? Or is this something they look at and say, “no way.” Assuming my candidate packet is competitive, of course.
